Hobo is far the best Rapid Application Builder for Rails.
It differs from Administrative Backends like Streamlined or ActiveScaffold by taking over all of the GUI and letting you describe flexible your app GUI, using a new Domain Specific Language, DRYML.
However it is still in early beta, with deprecated documentation, lots of changes from version to version.
